Reactions from around the globe have varied widely on how to approach the current refugee crisis. Several countries in Europe have taken in up to 10% of their own population in refugees, America has taken a different approach letting in very few refugees. The disparities we see in nations opening their doors to refugees provides necessity for a global system of refugee allocation. In order to ensure that refugees are taken care of and that each nation has the resources necessary to do so, an international policy approach must be taken. This calls for a major domestic policy switch as well. Because climate refugees are specifically displaced due to climate change, certain countries have contributed more to the issue and therefore have more responsibility.
ResponsibilityUnlike refugee crisis we have seen in the past, outside countries can be to blame for the creation of climate refugees. The emissions produced by The United States are contributing far more than our share to the climate crisis and therefore we have a greater responsibility to take in and provide for these refugees. From a statistical analysis it makes sense to derive responsibility as correlated to emission, such as if you emit X amount of carbon you are responsible for the same percentage of the climate refugee population.

DomesticWith a climate change denier as president the United States is lacking any comprehensive policy on how to deal with the impending and current climate refugee crisis. The Trump administration has done everything in their power to close our borders to all individuals, including refugees, and even before the Trump presidency our country does not have a positive history of welcoming refugees. Based on the amount of carbon we are emitting as a nation it is evident that we are responsible for a large piece of the climate refugee crisis and therefore should realign our domestic policy accordingly.

InternationalThe current ability of the UN to enforce a form of international refugee policy is little to none, and yet there is a great need for one. The UN Refugee Agency has multiple initiatives concerning climate refugees and aid for displaced individuals. At COP23 climate refugees were discussed but by the end were not included in the main goals moving forward. The current international approach lacks the cohesiveness necessary to carry out a comprehensive solution to the crisis.
